I. The U.S. paid more attention to the rising of China, deliberately strengthened the position of Japan in its global strategy, and increased its penetration in the Middle East and in the Commonwealth of Independent States （CIS）. The U.S. regarded it as a most serious challenge to deal with the rising of China and was making readjustment of its policies toward China, with a possible tendency of getting tough with it. The U.S. exaggerated “the rising of China ” and spread its theory of “China＇s military threat” on various occasions.
