The Multilayer Model of Programming and Game for Biomass Energy Utilization

论证了制定保护性税收与补贴对发展生物质能源产业的必要性;建立了 3个参与人的规划与博弈混合的多层次的产品保护性税收与补贴模型,用多目标规划与博弈论方法研究国家与两产业的决策与竞争,模型将用来决策保护性税收与补贴,预测税收与补贴对国家与产业的影响,并对保护性税收与补贴模型进行求解与分析。通过案例具体分析国家如何制定保护性税收和补贴;生物质能源产业如何在保护性税收和补贴下与常规能源产业相竞争。

A muhilayer model composed of programming and game with 3 players was built and resolved. The Government and two industries were regarded as players in the model which not only analyzed the protect tax that is restricted by governments, but also studied effects on the infant industry development. The model can be used to decide upper limit of the tax by the Government, and forecast the effects on 3 players.
