On the Barriers to the Implementation of Public Policies and the Countermeasures

公共政策的执行是政策运行过程中的一个极其重要的环节,直接影响公共政策目标的实现。在公共政策执行过程中,存在着一些影响公共政策有效执行的障碍,主要表现为公共政策执行主体的障碍、公共政策客体的障碍、责任追究制度的障碍以及公共政策本身的障碍。对这些障碍进行研究,提出了解决的对策。

The implementation of public policies is a very important link in the operation of policies, and affects the realization of objectives of the public policies. In the process of implementing public policies, there are some barriers to their effective implementation, mainly ： barrier in implementing subject and object, in responsibility investigating system, and in public policies themselves. This paper studies these barriers and puts forward solutions.
