论国有大中型企业发展与改革中的十大关系

On the ten relations in the development and reform of State large and medium-sized firms

文章认为，近几年来国有大中型企业经营状况的恶化既有外部体制不顾、政策不公等方面的原因，也有内部自身的原因──即未能妥善地处理好发展与改革中的一系列重要关系。文章从理论和实践相结合的角度，论述了国有大中型企业发展与改革中的十大关系，认为处理好这些关系的关键是实现十个结合，即：市场导向与科技进步相结合；面向市场，自我拼搏与面向＂市长＂，争取各级政府部门和社会各界支持相结合；一业或一品为主与多种经营用结合；产品竞争与非产品竞争相结合；自我积累、自我发展与利用社会资本、境外资本相结合；增加新的生产能力与利用社会现有的生产能力相结合；整体搞活与分块搞活相结合；深化改革与强化管理相结合；调动全体职工的积极性与重点人员的积极性相结合；物质文明建设与精神文明建设相结合。

AbstractFrom the angle of combining theory with the practice,the author expounds the ten relations in the development and reform of State-owned large and medium-sized enterprises. The author thinks that,the key to deal well with these relations is realizing the following ten combinations, i. e. combine market guidance with science and technology progress, combine one major industry or one main kind of product with diversification,combine product competition with non-product competition,combine self-accumulation and self-development with using social capital and overseas capital,combine increasing new productive capacity with using existing social productive capacity,combine revitalizing the firm's entirety with its various parties,combine deepening reform with strengthening management, combine bringing the whole staff's initiative with the key persons'enthusiasm, combine playing the full role of cities'advantages with the rural ones, and finally, combine material civilization constructions with spiritual ones.
