论推进电子政务与构建服务型政府的一致性

On the Congruity between E-administration Promotion and Service-government Construction

受新公共管理思潮和全球政府治道变革影响下的中国政府改革正在进入由“建设型政府”向“公共服务型政府”转型时期。与此同时,信息化成为集农业革命和工业革命之后的第三次产业革命,是当今世界经济和社会发展的大趋势,也是我国走新型工业化之路,实现现代化的关键环节。而电子政务则是推动经济与社会信息化的主导因素。鉴于二者皆有变革传统政府治理模式“重塑政务”的要求,本文将从理念产生、体制变革、管理转变三大具有内在逻辑联系的板块入手,揭示推进电子政府与构建服务性政府的一致性。

Influenced by the trend of thought about public administration and the global reforms in government administration,Chinese government reform is on the way of shifting from constructive model to public serving model. Meanwhile, information technology revolution becomes the third Industry Revolution after Agriculture Revolution and Industrial Revolution; moreover,it is the trend of the development of global economy and the whole society,and plays a key part in industrialization and in modernization with Chinese characteristics. E-government has become a key factor to promote both social and economical informationization.Because public serving model and e-government model require remolding government,the article attempts to reveal their consistence between e-government and service-government,starting with the .three logical related aspects ：the birth of the idea, reform of the system and transformation of management.
