国有小型商业企业应当改变“国有”性质

The ownership nature of the State small-sized commercial firms should be changed

作者认为，小型商业企业实行＂国营＂、＂国有＂是一种失误。而近几年来对国有小型商业企业的各种改革大多未突破＂国有＂这个圈子，使许多国有小型商业企业仍然处境维艰，难以为继。为此，作者提出，应当以卖给职工为主，改变国有小型商业企业的＂国有＂性质，其主要方向是实行股份合作制。作者还进一步分析了实行股份合作制的独特优点以及在改为股份合作制的实际操作中应当注意的一些问题。

AbstractThe author thinks that, it is a fault that small-sized commercial firms adopt 'running by the State' and 'the State ownership'. However, in recent years, most of the reforms of the State small-sized commercial firms hadn't broken through the scope of the State ownership,and this makes many reformed firms still face serious difficulties. Therefore, the author puts forward that, the ownership nature of the State small-sized commercial firms should chiefly be changed into share-holding co-operative system mainly by selling the shares to their staff. The author also further analyzes the sole advantages of share-holding co-operative system, and finally, the author concerns about some issues needed paying more attention to in the reform practice.
