The SOE Reform and the Sharing of Economic Interests

文中通过回顾我国企业改革(主要指国有企业改革)二十五年来的历程,来说明企业改革的实质,就是经济运行主体的经济利益关系的调整;进一步深化企业改革,必须承认企业的所有者、经营者、劳动者各自的经济利益,必须从经济利益的角度出发,来思考国有企业改革的方案与路径。

This paper looks back on the course of the SOE （state-owned enterprise） reform of the last 25 years and points out that the essence of the reform is to regulate the sharing of economic interests between the main parts of each economic entity. In order to deepen SOE reform, the sharing of economic interests between the owners, the managers and the working staff should be recognized and taken as a starting point in considering the plan and program for the SOE reform.
