New Rural Construction: An Experiment in Lankao

本文对兰考的新乡村建设进行了总结,认为其着眼点在于以县域为试点范围, 组建以村庄层面为单元的合作组织,以逐渐改善村庄治理、提高农民福利;着力点在于进行纵横资源整合,以“外发”力量的介入促进合作的“内生”力量的发育和壮大。具体而言, 新乡村建设是农民在经济、文化、社会、政治等全方位的建设;需借助既有的宗教、亲族、体制等村庄资源,以旧合作促生新合作;突破口在于文艺队和老人协会;统购统销和资金互助则是经济合作社可以适当推广的事项。

This is a summary of the new rural construction campaign in Lan Kao. The campaign takes on the scope of the whole county and is based on villages as the units of cooperatives. “Outside factors” have been introduced to stir “inner potentials”. The campaign is a comprehensive one, cutting across economic, cultural, social, political and other fields. Religion, clan, institutions, and other resources have been utilized. The breakthroughs happened in the art performance troubes and senior associations.
