The reform and perfection of our Party＇s leadership and administration is the key issue to our country＇s long--term stability. As early as the Democratic Revolution stage in China, Deng Xiao--ping had explored the issue. After the Culture Revolution, he put forward the famous argument （separation of the functions of the Party and the government）, which aimed at establishing a high--efficiency and order political mechanism, and putting the leadership system into modernization route. His exploration and practice have had a deep and profound influence on the leadership system in our country.
