沙颍河、涡河是淮河两大支流,连年的洪涝灾害严重影响沿河群众正常的生产、生活秩序。沙颍河、涡河近期治理工程被列为国家治淮重点工程。采用“一体双翼,并驾齐驱”的建设管理模式,提高了效率;前期工作与工程实施并行,超前运作;探索招标投标新路,在河南首次采用无标底招标;突出民主思想搞好征地拆迁,贷款450万元首先兑付赔偿金;塑造水利工程建设管理新形象;建立两河治安网络联动体系;为2007年前完成建设任务创造有利条件。
