摘要 由于在社会传统和现实中存在着性别偏见,印度社会的妇女长期以来一直受到歧视。这在各级政府中都有所反映,从中央政府一直到地方政府——不管是只占少数的妇女当选代表、官场上的性别敏感、还是在制订的有利于妇女的法律法规的实施问题上。 Women in Indian society have long been subjected to discrimination because of gender bias in social traditions and practices. This is reflected at every level of government from the top all the way down to local authorities. In India, the most deep-rooted forms of inequality built into the structure of traditional society are those based on caste and gender. A number of research findings indicate that women are the disadvantaged gender in both urban and rural areas of the country. The representation of women in Panchay at Raj Institutions -- the Indian system of governance whereby decision-making is devolved to the grassroots level- translates the idea of women's empowerment into reality. This article gives a brief introduction to the institution.
