On the Diversification of the Development of the Higher Education Popularization in the Elementary Stage

理论基础、世界经验和现实条件等方面均表明,当前处于大众化初始阶段的我国高等教育必须走多样化发展道路,采取加大投入,健全立法,建立沟通体系,完善评估和竞争体制等发展策略。相应地,高等学校只有以提高教学质量为核心,优化资源配置,确立发展重点,体现个性特色,完善自评机制,才能促进可持续发展。

It＇s been proved from the theory basis, world experiences, and real conditions, that a diversified developing way should be taken for our higher education in the popularization elementary stage and a unified coordinate sustainable development viewpoint should be established. Moreover, we should adopt some development strategies such as increasing investments, amplifying legislation, setting up communication systems and perfecting evaluation and competition systems. Correspondently, Colleges and universities can ensure the quality only by concentrating on improving teaching quality, optimizing the resource distribution, establishing development focal points, showing personality and perfecting the self-evaluation systems.
