Through investigation, statistics and analysis of influential factors to restrict directors＇ development of physical culture in Quanzhou＇s urban districts,and assessed directors＇ professional power by the leaders and the masses,the article puts forward developing countermeasures for the construction of director group of physical culture so to contribute to the construction and development of Quanzhou＇s urban districts.
