摘要
浮法玻璃生产企业通过建立ISO14001环境管理体系(EMS),可以提升企业的对外形象,增加企业的综合竞争力,企业在建立EMS时,如何识别和评价环境影响因素,即如何实施ISO14001:1996标准中4．3．1条款,是整个体系的重要环节,是建立体系的基础和前提。根据实践经验,浮法玻璃生产企业在实施4．3．1条款时,要结合“三种状态”和“三种时态”,对“七个方面”存在的环境因素进行识别,对产生的环境影响进行评价,最终找出企业内部所有的环境因素和重要环境因素并使其得到有效的控制,提高和改变企业的环境绩效。
The external prestige and the comprehensive competitive power can be improved by establishing the ISO 14001 environment management system （EMS） . It is the most important things that how to identify and estimate the environment affecting factor , and how to implement the term 4.3.1 in ISO 14001：1996 at the beginning of the EMS establishment . The 3 states and 3 tenses must be applied to identify the environment affecting factors which appear in 7 aspects , appraise the affecting result , and find out all the environment affecting factors when the term 4.3.1 is executed in glass factory. The aim of the steps is to control the environment affecting factors effectively and get better environment .
