ADJUSTMENT AND ADAPTATION OF LATE QING’S EMBASSY ABROAD

晚清政府对遣使驻外经历了一个从拒绝到逐渐认同的调适过程。在这个过程中,清廷一方面是在欧洲列国的要求下,随着国内外形势发展而不得不采取的一项措施,另一方面向欧美诸国派遣常驻使节,也标志着中国在外交上开始走向近代化。

It had been a long time since the late Qing government refused to send embassies abroad and gradually agreed on this later on. On one hand, with the changes of situation at home and abroad,the Qing government had to do so under the threat of European countries. On the other hand, it also symbolized the trend that China＇s foreign affairs were on the way to modernization.
