摘要
资源配置是经济学的核心问题,土地资源配置是土地规划学的核心问题。本文从经济学角度对土地资源配置中规划与市场两种资源配置方式进行了比较分析,对规划干预的必要性给出了经济学的解释,推翻了“规划低效论”,阐述了在地方性的土地市场中,规划可以通过分区并结合价格调节手段控制土地市场起到宏观调控的作用,最后,提出了重视县、乡两级土地利用总体规划,采用“自下而上”汇总土地市场各种数据资料、“上下互动”协调落实各种规划指标的方式进行第三轮规划修编的观点。
Resource allocation is the key issue in economy, as land resource allocation in planning science. From economic perspective, this paper tells us how method of planning and method of market play an important role in regional land resource allocation. Furthermore, this paper focus on such view that planning based on land use zoning and land price adjusting can play important roles in macro - management in regional land market. In the end, this paper suggests that it is important to pay mere attention to revising the County General Planning of Land Utilization and the Town General Planning of Land Utilization.
