摘要
随着社会实践的不断发展,传统人事行政管理体制下政府权力运作过于集中的弊端日益暴露出来。现代政府在人力资源开发过程中,应积极转变不合时宜的集权范式,适度分权,从而促进政府人力资源的充分开发、使用和政府工作效率的提高。为此有必要坚持分权理念,在政府人力资源开发中充分运用分权理念的主要原则、环节和方式。
Along with the development of social practice, the traditional system of personnel administration are revealing increasingly the abuse of over - centralized government power. In the course of the development of human resources, the government should take vigorous action to change the over- centralized government power and appropriately separate power so that the human resources of government will be fully developed and the efficiency of government will be improved. For this reason, it is neccessary that we should adhere to the idea of power separation and grasp its main principles, links and ways.
