In the paper, the concept and character of recycling economy is expatiated on. The actuality of development of China PCB industry and overall utilization of waste is expatiated on, too. The reason of development of China PCB industry by the model of recycling economy is analysed. The measure and countermeasure of development of China printed circuit industry by the model of recycling economy is studied.
