京津冀都市圈一体化发展的合作重点及政府作用

The Cooperative Pivot and Government's Function on Integrative Development of Urban Circle Around Beijing-Tianjin-Hebei

京津冀都市圈是我国继长三角、珠三角之后第三大最具发展潜力的经济区域,目前区域内各地区间的分工合作虽已具一定规模,但京津冀都市圈发展仍存大量问题亟待解决。当前区域合作的重点主要在于制定区域一体化发展规划、构建区域交通基础设施网络体系、形成产业链和产业集群并行不悖的产业格局、构筑合理有序的城市网络体系、培育区域市场体系等方面。区域合作要协调好政府推动与市场主导的关系,循序渐进地开展工作,关键在于逐步形成有利于协调区域利益的制度安排。

The urban circle around Beijing-Tianjin-Hebei is the third largest economic region with developmental potentiality following Yangtze River Delta and Pearl River Delta in our country. At present, the work specialization and cooperation among each area within the region has certain scale, but a large number of problems demands for prompt solution at the same time. Currently, the pivot of regional cooperation lies in such aspects as making an integrated development plan, constructing an infrastructure network system of the regional traffic, forming a paralleled indus- trial pattern running with industry chain and industry cluster, building a rational and orderly urban network system, and fostering regional market mechanism, etc. The regional cooperation should coordinate the relation of market leading and government promoting, carry on the work step by step. The key lies in forming an institutional arrangement helping to coordinate regional interests progressively.
