中阿安全合作的基础是彼此对对方的战略需求。中阿双方应在这一基础上建立面向未来的战略关系,这种关系的核心目标是在全球化进程中推动多极化的发展。这种关系落实在国家安全的层面,其具体目标是反对恐怖主义和宗教极端主义,以及打击跨国毒品交易等。具体的措施包括设立机构、信息共享、人员交流和观点交换等方面。在安全合作领域,最大的障碍是彼此对对方缺乏了解,尤其是对历史文化领域了解不够。这种状况导致对对方的核心利益认知不够以及在反恐和反对宗教极端主义方面的认识存在差异。

Sino-Arab security cooperation is based on the strategic requirement of each side to the other. So it is necessary to establish a kind of strategic relation facing the future between China and Arab states. The key purpose of this strategic relation is promoting the multi-polarization in the process of globalization. This kind of strategic relation will be reflected in the national security affairs. The main purposes of Sino-Arab security cooperation are anti-terrorism and anti religious extremism, and against transnational drug trade, etc. And the ways to gain these goals include the institutional establishments, sharing information, and the exchange of experts and opinions. The main obstacle in the field of security cooperation is deficiency in understanding to each other, especially in the cultural and historical background. This kind of deficiency results in misunderstanding of the core interest each other and also different understanding of terrorism and religious extremism.
