图书馆事业的发展需要法律的引导与支持,制定一部适合我国国情的图书馆法,运用法律手段规范图书馆事业的发展和方向,促进图书馆事业的快速发展。本文分析了我国图书馆法立法现状,指出图书馆立法的必要性和可行性,探讨了图书馆法的立法原则和基本框架,并提出实施建议。

The development of library cause needs legal support. It is essential to formulate a library law adapted to the situa- tion of our country, adopt legal means to standardize the development and orientation of library cause, and promote a rapid development of library cause. This paper has analyzed the current situation of library lawmaking, provided the necessity and feasibility of library lawmaking, explored into the legal principle and basic framework of library lawmaking, and put forward practical suggestions.
