摘要
政府规制改革是我国政府从“经济建设型政府”向“公共服务型政府”转变的重要内容。规制改革应该是放松与优化规制并重,消除经济规制过度供给,弥补社会规制不足,优化规制体系,提高规制质量,确立政府与市场和社会的均衡点。
The innovation of government regulation is an important issue in transformation from the economics construction- oriented government to public services- oriented government. This paper holds that the innovation of government regulation should loosen and optimize regulation at the same time, eliminate the economic regulation oversupply, make up the social regulation＇s deficiency, optimize its system, improve its quality, establish the equilibrium point between the government and market and society.
