The article sets forth the basic thinking and principle of determining the reference value of quality indices, as well as the reference values of five quality indices at the criterion level. Then it gives a minute description about the calculating of quality indices and the concrete method and steps for comprehensive appraising. Finally, an example of actual calculation is provided.
