Innovation:the key Factor in the Development of Private Enterprises Under the WTO Rules

在WTO规则下，民企要发展必须进行自身内部的科技创新、制度创新和管理创新，同时政府也必须进行有关对民营企业管理职能的创新。科技创新是物质前提，制度创新是动力基础，管理创新是组织保障，政府职能创新是外部条件。只有内外环境都得到改善，民企才能把握发展的战略机遇期。

Under WTO rules, the private enterprises which want to develop themselves must carry on their inside scientific and technical innovation , system innovation and management innovation. At the same time the government also must carry on the innovation of the management function of private enterprises. Scientific and technical innovation is a material prerequisite , system innovation is a mo- tive force foundation, the management innovation is the assurance of organization and the government function necessary to be innovated is an external condition. Only internal and external environment are improved, the private enterprises could hold the strategic opportunity of developement.
