上海崇明土地储备结合长江隧桥工程投融资机制的研究

Study on the Land Banking in Shanghai and Investment & Financing Mechanism of Bridge & Tunnel Construction of Yangtze River

从土地储备与投融资机制设计角度,阐述长江隧桥工程在建设中建立土地储备与投融资机制相结合的意义、原则和可行性,设计土地储备与投融资运作机制方案的思路、优缺点和前提条件等,提出土地储备与投融资方案的流程设计,旨在探讨将上海土地储备机制与重大工程建设投融资机制相结合,从而使得政府在重大工程投资中带来的土地增值效应纳入工程建设投融资机制。

From the point of view of the design of investment ＆ financing mechanism and land banking, the author expatiates the significance, the principle and the feasibility of investment ＆ financing mechanism which combines land banking at the bridge ＆ tunnel construction of Yangtze River. Then, introduces the idea of design, merit ＆ demerit, and prerequisite of investment ＆ financing mechanism and land banking. Then puts forward the flow design of land banking and investment ＆ financing, in order to discuss how to combine land banking mechanism with investment ＆ financing mechanism of important engineering construction, thereby, brings land value adding effect which come from the investment on important engineering construction by government into investment and financing mechanism of important engineering construction.
