俄罗斯正在快步走向市场经济。通用航空在经济体制转轨的大趋势下,也在发生深刻的变化,从过去由国家出钱研制飞机分配给国营单位使用,变成制造商自己寻找资金支持、开展研制生产,满足国内外市场需要的格局。人们普遍预计,通用航空在俄罗斯会得到发展,但由于旧体制固有的或过渡阶段产生的各种困难,目前的进展还很缓慢。

Before the collapse of Soviet Union , more than 11000 GA aircraft were operated in the country. Now about 30 organisations, ranging from design bureaux to newly created private companies, are developing as many as 70 types of GA aircraft with take-off weights of less than 10t. The development of GA aircraft in Russia has received official recognition in a programme document prepared by the Aviaprom .A two-volume, 600-page programme defines the terminology, outlines the problems for development of GA aircraft and offers ways to dealwith them .
