当一些西方国家的军事学家在评估1995年最重要的武器系统的发展时,竟然都没有把注意力放在导弹、精密制导炸弹和新一代军用飞机上,而一致认为今后战争最具威胁潜力的发展是信息战,而且给它起了个名字叫“赛伯瓦”(Cyberwar),其含义就是“由电子计算机和自动化控制的战争”。西方军事专家认为,一个新的战争形式已经出现。
