Young people are new comers to the labor market and likely to suffer from more of ＂frictional unemployment.＂ Without any working experience they are more suscep- tible to economic fluctuation. We are, as Stuart from the International Labor Organization has pointed out, wasting the talent and energy of a generation of young people with the highest level of education in human history. Stuart also said if fifty percent of unemployed young people found jobs they would create wealth equivalent to 4% of total output value of the world; they are not a burden, but the wealth, of society.
