It is an important foundation of legal administration and legal management of state affairs as well as a precondition to promote administration efficiency for the governing party to acquire the legitimacy of administrative cost. This paper gives an analysis of the connotations, roles, features, and procedures of the legitimacy of administrative cost. The study of this issue is significant for the enhancement of the administration efficiency of the Party.
