Review of 3-year construction of Three Gorges Project

全国人大七届五次会议通过“关于兴建长江三峡工程决议”。１９９３年初，首批施工队伍进入坝区开始了施工准备工程的施工，１９９４年１２月，三峡工程正式宣布开工。作者回顾了工程建设３年来施工进度按总进度计划实施，投资控制在初步设计总概算范围内，施工质量良好；介绍了单项工程技术设计，招标设计和施工详图设计以及右岸地下电站可行性研究等进展情况；并就确保１９９７年大江截流提出了具体意见和措施。

The Rresolution on Construction of Three Gorges Project on the Yangtze River was approved by the fifth session of the Seventh National People's Congress on April 3, 1992. The first batch of construction companies came into the Three Gorges dam area to begin the preparatory works in early 1993,and the formal start of Three Gorges Project construction was announced in December 1994. In this paper,the progress of construction and the management of investment for Three Gorges Project in the past three years are reviewed.In addition,the progress of the technical design of main structures,various bidding designs,detail drawing designs as well as the feasibility study of the right bank underground powerplant is also presented. Finally, some particular opinions and measures for ensuring the river closure in 1997 are proposed. The actual conditions in past three years show that the construction works are carried out in accordance to the general schedule; the costs are controlled within the range of general estimates made during the preliminary design phase;and theconstruction quality as a whole is in a good condition.
