试论我国农村基层政府的信用建设

A Brief Thesis of the Construction of the Rural Basic Government's Credit

农村基层政府是农村公共事业的直接组织者和管理者,也是中央及各级 政府政策在农村的解释者、推行者。农村基层政府信用缺失,将会严重影响农村 基层政府的施政效率,严重影响上级政策的有效实施。因此,必须正确定位政府 的职能,转变地方政府官员的工作观念,建立新型的基层政府官员政绩考核机 制,逐步化解基层政府的债务,提高农村基层政府官员的素质,加强人民对基层 政府的监督制约,从而建立起高效率、高信用的农村基层政府形象。

The rural basic government is not only the supervisor and organizer of the rural public affairs, but also the explainer and executant of policies formulated by the higher-level governments. For lack of credit, the administration efficiency of rural basic government will be seriously crippled and the implementation efficiency of higher-level governments＇ policies will be influenced. So, new appearance of the rural basic government must be established by taking a series of measures such as correctly authorizing the functions of the government, converting the ideas of the officers, constituting a new administration performance assessment system, cutting down the debts of rural basic government, improving the capability of the rural officers and building up the intendance and restriction of the rural basic government.
