Issues on sustainable financing of new-type rural cooperative medical scheme

筹资可持续性关系到新型农村合作医疗(以下称新农合)的稳定持续运作,是目前新农合研究和实践者共同关注的焦点之一。该文从筹资目标、筹资方法、筹资增长和筹资机制4个角度分析了确保新农合筹资可持续的思路、方法和技术,认为只有确保合理的筹资目标、可行有效地实施筹资、保持筹资水平合理动态增长和建立稳定的筹资机制,方能确保新农合筹资的可持续。

Sustainable financing is critical to ensure stability and sustainability of the new-type rural cooperative medical scheme （NRCMS）, which turns into one of the focuses of current researcher and implementers. In terms of four perspectives including financing goals collecting ways, premium goals and financing mechanism, this paper tries to illustrate the mindset, methods and techniques that needed to maintain sustainable financing of NRCMS. In our opinion, it is necessary to take those issues into account： to set up a reasonable financing goals to implement financing feasibly and effectively, to maintain dynamic growth of premium and stable financing mechanism so as to realize the sustainable development of NRCMS.
