摘要
《中共中央关于加强党的执政能力建设的决定》第一次把提高构建社会主义和谐社会的能力提升到党的执政能力建设的高度,这是对党的执政能力认识的新飞跃。本文从党的执政能力建设的视角,阐述了提高构建社会主义和谐社会能力的必要性及其着眼点。
