我国农业机械化促进体系的构建

Research on the Promotion System of Chinese Agricultural Mechanization

加快农业机械化的发展,既是改善农民生产生活条件、提高农业劳动生产率的重要措施,也是缩小城乡差别、提高农业和农村经济整体水平的重要条件,对于解决我国“三农”问题具有重要意义。在《中华人民共和国农业机械化促进法》获得通过的大背景下,针对当前促进农业机械化发展中存在的问题,提出相应的对策,并利用系统工程的观点构建了一个适合我国国情的农业机械化促进体系。

Agricultural machinery is an important foundation of modern agriculture, and is one crucial component and symbol of agricultural modernization. Promoting the development of agricultural mechanization can improve the living condition and agricultural productivity, dwindle the difference between city and country, and enhance the overall level of both agricultural and rural economy at the same time. Besides, it has vital significance to solve the problem of “famers, villages and agriculture” in our country. Based on the approval and the coming implementation on Nov, 1st of the promotion law on the acceleration of agricultural mechanization in China, the paper pointed out the existing problems in the current promotion system of Chinese agricultural mechanization and their corresponding measures and strategies. The paper also established a framework of the promotion system of Chinese agricultural mechanization from the point of view of the systems engineering.
