Functional problems of Chinese disease control and prevention institutions

目的:针对我国国情,定性分析和探讨我国疾病预防控制机构功能问题的深层次原因及转化机制,并研究解决方案,从而为政府部门提供相应的政策建议。方法:应用层次分析和文献归纳法,根据复杂系统理论,通过系统思考,逻辑推论出我国疾病预防控制机构功能作用问题理论模型。结果:构建了我国疾病预防控制机构功能作用问题理论模型,并提出了我国疾病预防控制机构发展对策思路模型。结论:该模型具有科学性、可接受性和可操作性,有利于进一步研究。

Objective： To qualitatively analyze the deep-seated reasons and the transformation mechanism of functional problems of Chinese disease control and prevention institutions and to search for solutions for these problems, in an attempt to provide evidences for policy-making by relevant authorities. Methods： Based on the complex system theory, the authors employed the stratification analysis and literature induction method to deduce the theoretical models for the functional problems of Chinese disease control and prevention institutions. Results： The theoretical model for the functional problems of Chinese disease control and prevention institutions was successfully established and suggestions for the development of national disease control and prevention institutions were put forward. Conclusion： The model established in this article is scientific, acceptable and practical, which is helpful for future study.
