农村公共产品供给与辽宁省西北欠发达地区农业增长问题研究

A Probe into the Rural Public Products Supply and the Agricultural Growth in the Underdeveloped Areas of Northwest Liaoning

在公共产品理论和公共支出与内生经济增长理论的基础上,将农村公共产品供给与欠发达地区农业增长联系起来研究,选取辽宁省西北部31县区作为欠发达地区的代表,将农村公共基础设施、农村教育和农业科研等农村公共资本作为经济增长的内生变量,建立全要素生产函数模型,实证分析验证农村公共产品供给对欠发达地区农业增长是否具有重要作用以及各类农村公共产品对其农业增长都有怎样的影响,并在此基础上,基于国家和地方有限财力的现实,为政府提高有限资源的利用效率提供政策性建议。

Based on the public products theory and the theory of public expenses and endogenous economic growth, this paper combines the rural public products supply with the agricultural grouth of the underdeveloped areas to make a scientific research, in which this paper chooses thirty - one counties of Northwest Liao ning as representatives of underdeveloped areas and has rural public capitals such as rural public infrastructures, rural education, agricultural scientific research and so on, as endogenous variable of economic growth to establish an all-details production function model, in a way of positive analysis verify whether the rural public products supply produces an important effect on the agricultural growth of the underdveloped areas and how the rural public products influence the agricultural growth in such areas, and on this basis and in view of the reality that both the central government and the local governments have limited financial resources provide some policy - making proposals for the governmtnts at all levels in order to improve the use efficiency of the limited resources.
