The Effective Supervisory Model for the Agent Sub-treasuries of the Commercial Banks

针对目前商业银行代理国库业务中普遍存在的国库代理意识淡薄、机构和制度不健全、账务组织不严密、代理支库内控制度不完善等问题,提出应选择信誉高、业绩好的商业银行为代理支库,同时建立健全“国库干部队伍变更制”和“财产档案制”,以加强对商业银行代理国库业务的有效监管。

In the light of the problems commonly existing in the agent sub-treasuries business of the commercial banks such as the poor conception of the agent sub-treasuries, the inadequate institutions and systems, the loose financial organization, and the imperfect internal control system, etc., and points out that should chose those commercial banks with higher reputation and excellent performance as the agent sub-treasuries, and establish and perfect the “Altering System for National Treasury Cadres Ranks” and the “Archives System for the Property of National Treasury Cadres” for strengthening the effective supervision of the agent sub-treasuries business of the commercial banks.
