稳定低生育水平与农村社会保障建设战略初探

Preliminary Research on the Relation between the Stability of Lower Birth Rate and the Strategy of Social Security Construction in Rural Area

加强人口与计划生育工作，稳定低生育水平是中共中央国务院制定的中国21世纪的人口战略。从当今的情况看，稳定低生育水平的关键在农村。中国农村不但拥有庞大的人口基数，而且也是目前计划生育工作最难开展的地区。中国农村的计划生育工作之所以难以开展，最现实的问题则是农村缺乏社会保障机制，农民们的养老问题无法解决。本文从如何建立农村的社会保障机制的问题出发，提出了“分流”战略、财政支持战略、宣传战略、扶贫战略、城乡社保机制接轨战略等多种措施，并提出了各种战略配合实施，以长期的、渐进的方式逐步建立健全中国农村的社会保障机制的新思路。

Enhancing population work and family planning work and stabilizing lower birth rate, are China＇s population strategy formulated by the State Council of the Communist Parry of China in the 21st century. In current situation, the key of stabilizing lower birth rate lies in rural area. In China＇s rural area, it is not only the area of huge population, but also the most difficult area to develop family planning work. The cause lies in the shortage of social security system and the difficulty to solve peasants＇ life at the oldage. From the angle how to establish rural social security system, this author puts foreword many measures as the following ： the fiance support strategy, the publicity strategy, the helping - the- poor strategy, the social security system connection strategy between city and rural area and so on, and this author also puts foreword a new train of thought to sound rural social security system with long - term and step - by - step style.
