浅析当前土地利用总体规划存在的主要问题

Study on the Main Problems in the General Planning of Land Using Currently

土地利用规划编制和实施对切实保护耕地,控制城市的无度扩展,优化土地利用结构和布局,促进土地资源的可持续利用等方面发挥了重要作用。但是,当前规划的实施过程中也存在耕地减少突破规划控制、与经济发展不相适应、规划可操作性不强等问题。因此,本文通过分析、探讨土地利用总体规划在规划理念、方法,规划的基础工作和规划实施保障制度等方面存在的主要问题和原因,提出了解决问题的措施建议。

The general planning of land using plays an important role in many respects, such as the cultivated land protection, the out-of-order development of urban scale controlled, the framework and layout of land using optimized, and to promote the sustainable utilization of land resources, and so on. However, there are many problems in the planning implement, which are the cultivated land＇ s reduced not controlled by the planning, the planning not adopt to the economic development, and the maneuverability of planning not impelling. So, by analyzing and discussing the main problems and reasons of land using planning in the theory and method of planning, the basic working of planning, the implement guarantee system of planning, and so on, and the author put some advises to work out these problems in order to advanced the science and maneuverability of land using planning.
