增加农民收入一直是几年来政府工作的重点。经过十几年不断的探索实践。得到普遍认可的方法主要有:坚持农业结构调整、发展非农产业、农村人口的大量转移等。这些方法无不与土地资源利用密切相关。解决了士地资源合理利用就能从根本上实现了上述三个方法所提出的目标。本文分别对上述农民增收办法中涉及到的土地资源合理配置进行探讨。从宏观和可持续发展角度对农业结构调整中土地在不同用途间如何分配才能实现总体最优、非农产业发展和农村人口大量转移过程中建设用地与农用地的合理配置进行分析,提出合理配置的途径和政策上的建议。

To increase the peasants＇ income is the emphasis of the government＇s work in recent years. More than ten years continuously explored and practiced, the methods we commonly approve conclude restructuring agriculture, developing non-agricultural industry and reducing the countryside population. These methods are all closely related to land use. As soon as the problem of how to reasonably use land resources is answered, the methods will be achieved essentially, This paper will explore how to arrange land resource reasonably each involved by the methods above. It will mainly analyze how to reach totality and part optimization for the different land resource in the restructuring agriculture and how to arrange the land resource used for between agriculture and non-agriculture when developing non-agricultural industry or reducing the countryside population from macroscopic and sustained developing angle. Then find the way and result. At last it will draw some conclusion and give some policy advice.
