第十届全国人民代表大会常务委员会第四次会议通过了《中华人民共和国行政许可法》。该部法律的通过是我国行政法制建设中具有里程碑意义的标志 ,它从设定行政许可的功能出发 ,确定了设定行政许可的基本政策 ,同时从程序上制约行政许可的设定行为 ,以创新行政许可的设定制度。

Chinese Administrative Permission Law has been passed on the forth council conference of No. 10 national people＇s congress. The passing of the law is the landmark symbol in our administrative legal system. From prescribing the functions of administrative permission, this law builds the basic policy of prescript on the functions of administrative permission. Meanwhile, it restricts the prescript behaviors of administrative permission from its procedure. So it innovates the prescript system of administrative permission.
