出入境携带物检疫监管的模式研究

Study on the mode of health quarantine and supervision for entry-exit baggage

目的探讨出入境携带物的检疫监管,保障人体健康和保护我国动植物生命安全及生物多样性不受破坏。方法对出入境旅客和交通员工携带物进行检疫监管分析。结果把好出入境特殊物品关、医学媒介生物关、动物及其产品关、植物危险性病虫杂草及其它外来生物检疫关、有毒有害物质的检疫许可关,有效防止了传染病、医学媒介生物、动植物病虫杂苹及其它有毒有害物质经口岸传播。结论加强出入境携带物的检疫监管,对口岸防制传染病、医学媒介生物、动植物病虫杂草和口岸突发公共卫生事件起着重要作用。

Objective To discuss how to conduct health quarantine and supervision for entry-exit baggage to protect human health and the safetv of the country＇s animals and plants as well as to protect their biodiversitv from damage. Methods To analyse quarantine and supervision of baggage carried by entry-exit passengers and concerned conveyances＇ persons. Results The strict enforcement of quarantine on entry-exit special objects, vector, animals and animal products, pests and other foreign organisms and of quarantine permit of poisonous and harmful objects can effectively prevent infectious diseases, vector, pests, and other poisonous and harmful objects from spreading via the certain ports. Conclusion The strengthening of quarantine supervision on entry-exit baggage will play an important role in prevention and control at the concerned ports on infectious diseases, vector, pest and public health emergency.
