摘要
我国教育投入研究二十多年来取得了丰硕成果,我们应该整理这些成果并为《教育法》的进一步完善提供较系统的学术依据。教育投入基本来源可以归纳为政府投入、市场投资和第三来源,但现阶段教育投入却存在政府投入保障不充分、市场投资和第三来源动力不足、缺乏监督约束机制等问题。为了有效促进教育发展,我国应以《教育法》的形式建立和完善相应的保障机制、激励机制和监督与约束机制。
The explorations of the educational investment in the past 20 years see the fruitful achievements in China, which may serve as the academic basis for the sake of the revision of Educational Law. The writer argues that the educational investment may be government - based, market- financed, and otherwise managed. However, governmental investment is insufficient, market financing and the third resource lack of motivation and monitoring. Hence, the paper concludes with a proposal that in the Educational Law should be established the mechanisms'of ensuring, stimulus, and monitoring in regard to the educational development.
