在高校定位中,高校是行为主体,政府是调控主体。在高校定位问题上,政府享有调控权力并承担相应的责任。当前,政府对高校定位的调控还存在政府干预方式过于直接,权责不一致,以及责任不到位等问题。

In the process of location of higher education institutions, higher education institutions should be the main body and government is only a regulative body. Government has some regulative rights and undertakes some responsibilities too. However, in the process of regulating the position of higher education institution, government interposes the position too directly, its rights not corresponding with responsibilities, not carrying out its responsibilities to a certain extent.
