摘要
分析了当前城乡统筹规划中面临的问题,总结了过去10年城乡整体性规划的实践,提出了三套解决方案,认为方案一从传统城市总体规划的理念出发,将工作范围扩展到整个县(市),实施的难度相当大,实施效果并不理想;方案二结合我国《城乡规划法》的修改与调整的方向,提出完整的新规划体系,是可以进行尝试的改革创新之举;方案三从当前急需要解决的问题出发,直面规划中的不足之处,提出当前城市总体规划与乡镇总体规划中需要完善与调整的内容,是较为务实的选择。
By analyzing the problems in the urban and rural integrated planning, this paper presents three schemes for its settlement based on summary of ten-year experiences. Scheme one extends the work scope to whole county （or city）, but it have to face many problems. Therefore its effect is not ideal. Scheme two, combining the amendment of Law of Urban and Rural Planning, presents a new planning system, which is an innovation worthy of trying. Scheme three, based on the solving of urgent problems, indicates the contents needing improvement in the city master plan and town master plan, which is a more practical choice.
