摘要
作为国家行政体制改革的一部分,从2004年4月起,日本政府正式实施国立大学法人化改革计划,其中大学人事制度改革是核心内容之一。改革旨在解决学校行政权力和学术权力不分、教师的终身聘任制与近亲繁殖、校长实际权力的缺失等问题。其具体措施包括:改革大学的原有组织模式;实行教师的任期制与非公务员制;扩大校长的职权等。
As a part of National Administration Reform,from April 2004,Japan carried National University Corporation Reform into execution in whieh Personnel System Reform played an important role. The Reform aimed at solving problems as follows:the eonfusion between administration power and academic power, tenured faculty and lacking power of president etc.The measures having been taken include reforming the original organizational model, implementing the term of office institution and non-government employee institution for faculty, and extending the power scope of president.
