建立国有企业技术创新体系是使国有企业摆脱困境的关键,也是在经济全球化带来的国际竞争和国家技术安全保障中所面临的和需要加以解决的紧迫问题。文章研究了技术创新的重要性,分析了重庆市国有大中型企业技术创新现状及其存在的有代表性的问题,确立了重庆市国有大中型企业技术创新的“引进消化吸收+自主创新”战略模式选择。而重庆市政府应该做的首先是着眼于国家及重庆市的经济和国家安全战略,主导国家及重庆市战略产业及战略性产品的技术创新过程;其次是理顺与国有企业之间的关系,将政府的国有资产管理职能和一般的社会管理职能区分开来,正确、充分行使国家作为所有者的权利,引导非战略性国有企业的技术创新。
