摘要
本文运用新制度经济学关于制度变迁的理论首先从制度角度分析城市、城市经营的本质,然后重点分析城市经营制度变迁的环境以及推动这种制度变迁的行动集团,最后得出结论:产权主体的多元化使城市经营不仅成为现实,而且打破中央政府与地方政府以及地方政府之间的利益收支格局,城市必须经营。以资金短缺为核心的财政压力与以生产要素竞争为核心的城市竞争压力把城市政府推向制度变迁的最前沿,从而成为推动城市经营变迁的第一行动集团。
This paper applies the theory of transition of system of system economics to firstly analyzing the essence of city and city' s management from the angle of system, then analyzing the situation of the transition of system and the action group to improve the transition of system, at last, drawing a conclusion: the reforms of property fight make city' s resources managed objects, with readjustment of benefit structures, the city must be managed. In the course of reform, city' s governments arc not only the subject of management but also the first action group that promote the system of city' s managements transition. When the situation of system changes, the directions and measures of city' s management will change.
