大学独立学院权力关系的复杂性和特殊性是由其多元的管理主体、二元的举办主体和办学主体之间关系的复杂性和特殊性决定的。大学独立学院的权力关系包括五个层面:一是政府与大学独立学院的权力关系;二是大学与大学独立学院的权力关系;三是资本投资者与大学独立学院的权力关系;四是大学与资本投资者之间的权力关系;五是大学独立学院的内部权力关系。由于大学独立学院的“民”、“独”、“优”的三个典型特点,使得这五个层面的权力关系更加错综复杂,大学独立学院权力关系的调整将有利于大学独立学院持续、健康发展。
