摘要
文章分析了公立医院社会政策目标和实际行为目标之间的差距,揭示了产生这种差距的原因是公立医院社会政策目标不易量化、市场化的推动、医疗服务行业改革不恰当地运用了企业理论为指导、政府对公立医院的控制能力减弱、外部监督力量缺失导致不能形成有效的行业自律等。指出不能将卫生部门的目标等同于公立医院的目标,政府应该为实现卫生部门的目标承担筹资责任。最终提出了公立医院应该具有的社会政策目标和实现这种目标的条件。
The gap Detween the social policy aim and the behavior aim of public hospital was discussed, the reasons for the gap were opened out, which were the difficulty to quantify the social policy aim of public hospital, the promotion of market orientation, the corporation theory which was inaptly used to guide the reform of medical services trade, the weakness of government capacity of controlling public hospital, and the lack of exterior supervision which in- duced the effective trade self-discipline could not generate.The paper pointed out that the health sector's aim was different from the public hospital's aim; government should be in charge of financing health sectors to realize their aim.Final- ly, the social policy aim and the conditions to realize the aim that public hospital should have were put forward.
